Luis Martinez

Luis Martinez focuses on implementing state and regional policies to transition our power, buildings, industry, and transportation sectors to clean energy in an equitable way. After joining NRDC in 2004, Martinez helped establish the Regional Greenhouse Gas Initiative (RGGI), which became the first multi-state program to mandate greenhouse gas reductions from the electric sector. In 2012, Martinez moved to North Carolina to establish NRDC’s on the ground work in the state and across the Southeast, first focusing on protecting existing environmental safeguards and then moving to expand clean energy and clean transportation across the region. Prior to joining NRDC, he served as a special aide to the president of Puerto Rico’s Environmental Quality Board, as well as the agency’s legislative director. He holds a bachelor’s degree in environmental science from the University of Michigan and a legal degree from Tulane Law School. He works out of NRDC’s satellite office in Asheville, North Carolina.
